Philippine Flooding Plans Ready.

News broke out that the Philippine Secretary for the Department of Public Works and Highways Rogelio Singson has prepared a master plan that will solve the flooding problem of Metro Manila which will be presented as soon as possible to Pres. Benigno Aquino and get annuity rates at the same time. This is in response to the perceived vulnerability of the metropolitan region to heavy rains. It is a act that heavy rains brought by habagat (monsoon) paralyzed Metro Manila last week as both classes and work were cancelled.

The said master plan includes both infrastructure and non-infrastructure measures that must be conducted in a span of 15 years. The implementation of the said plans would entail an initial costing equivalent to more than Php 350 Billion.

The plan would review other plans prepared by previous administration so as to be comprehensive in nature. In my opinion, this should have done years ago. Also, I believe that the administration should focus more on the non-infrastructural measures and zone in on citizen empowerment and education.
